—Appeal from a decision of the Unemployment Insurance Appeal Board, filed February 5, 1999, which, upon reconsideration, adhered to its prior decision ruling that claimant made willfully false statements to obtain benefits.

Following a hearing, an Administrative Law Judge found that claimant was ineligible to receive unemployment insurance benefits because he was not totally unemployed and charged him with a recoverable overpayment of benefits.
