MEMORANDUM OPINION AND ORDER

HENRY H. KENNEDY, JR., District Judge.

Plaintiffs are three mentally disabled adult women who have received habilitation services from the District of Columbia. 1 They bring this action under 42 U.S.C. § 1983, alleging that the District consented to the performance of non-emergency surgical procedures on plaintiffs without authority to do so. 2 Before the Court is plaintiffs’ motion for leave to file a second amended complaint [Dkt. #213].
