The plaintiff, Stephen Jiggetts, has asserted common law claims for false arrest, false imprisonment, malicious prosecution, intentional infliction of emotional distress, and slander against the defendants, Daniel Cipullo, individually and in his official capacity as the Director of the Criminal Division of the Superior Court of the District ("Superior Court"), and the District of Columbia, arising out of an event that occurred on November 6, 2014.
