INTRODUCTION
This is a congressional reference proceeding brought here under the authority of Senate Resolution 405, 98th Cong., 2d Sess. (1984). The resolution directs the court to consider a bill, S. 2761, 98th Cong., 2d Sess. (1984) (titled “A bill for the relief of the White Sands ranchers of New Mexico”) in accordance with the procedures of 28 U.S.C. §§ 1492 and 2509 (1982).
