This case stems from the suspension and later termination of David G. Young (“Young”) from his position as City Administrator for the City of LaFollette (“LaFol-lette”). Young filed a petition for writ of certiorari in the Chancery Court of Campbell County (“the Trial Court”). The Trial Court ruled in favor of Young and annulled the LaFollette proceedings that resulted in Young’s suspension and termination.
