This appeal involves a dispute between the owners of a bed and breakfast and the City of Winchester regarding a proposed expansion of the business’s bar and banquet facilities. When the city’s Board of Zoning Appeals declined to approve the expansion, the owners of the bed and breakfast filed a petition for a common-law writ of certiorari in the Circuit Court for Franklin County challenging the Board’s decision.
