The two billboards at issue in the case were erected in 1979, prior to Collierville’s prohibition of billboards. Plaintiff sought to re-construct the billboards, and he received assurances from the Town that he could do so. However, the Town subsequently questioned whether the billboards were legal, non-conforming uses protected by the “grandfather clause” set forth in Tennessee Code Annotated section 13-7-208, and it issued stop work orders on the billboards’…
