COX, Circuit Judge:

The United States and various defendants separately appeal from a district court order granting a preliminary injunction pursuant to 18 U.S.C. § 1845(a)(2) freezing the defendants’ assets that were traceable to their fraudulent activities. We consolidated the appeals, and for the reasons that follow, we affirm in part and vacate and remand in part.
