HALL, Judge.

¶ 1 Kevin Reeves, Ann Reeves, Loretta Brutz, Mae Y. John, and Frances Legah (collectively, appellants) filed a complaint in the superior court seeking a writ of mandamus compelling the Window Rock Unified School District (the School District) to include them as teachers eligible to participate in the School District’s performance based compensation system (the compensation system) established by Arizona Revised Statutes (A.R.S.) section 15-977 (Supp. 2010).
