OPINION

BUSH, Judge.

The court has before it defendant’s motion for judgment on the pleadings, relying on Rule 12(e) of the Rules of the United States Court of Federal Claims (RCFC). This motion has been fully briefed. Oral argument was held on November 14, 2008. For the reasons described below, defendant’s motion is granted.
