OPINION

BRUGGINK, Judge.

This suit concerns the interpretation of a contract for the detention of federal prisoners in a county-owned correctional facility. Plaintiff contends that the United States partially breached the agreement and seeks to recover damages arising from the breach. Currently pending is plaintiffs motion for judgment on the pleadings pursuant to Rule 12(c) of the Rules of the Court of Federal Claims (RCFC). Also before the court is defendant’s cross-motion for summary judgment pursuant to RCFC 56. The motions have been fully briefed, and we heard oral argument on May 4, 2010.…
