BROWN, Circuit Judge.

Progressive Electric, Inc. (“Progressive”) petitions for review of the National Labor Relations Board (“the Board”) decision and order finding that Progressive violated Sections 8(a)(1) and 8(a)(3) of the National Labor Relations Act (“the Act”), 29 U.S.C. § 158(a)(1), (3). The Board concluded that Progressive committed unfair labor practices by (1) threatening employees with job loss and facility closure on account of union activities and (2) failing to consider and hire a group of union members.
