Plaintiff Judicial Watch, Inc. brought this case to compel the U.S. Department of the Treasury to respond to a Freedom of Information Act (“FOIA”) request. The plaintiffs FOIA request sought documents related to the Treasury’s Troubled Asset Relief Program (“TARP”) and to the Treasury’s investments, through that program, in a Massachusetts bank that the plaintiff asserts is favored by members of Congress.
