Defendant Department of the Navy (“Defendant” or “Navy”) entered into a contract for renewable energy with a company called SunPower Corporation (“Sun-Power”) in the fall of 2011. Presently before the Court are cross-motions for summary judgment stemming from a request that Plaintiff Judicial Watch, Inc. (“Plaintiff’) submitted to the Navy under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, seeking documents relating to that contract.
