KEITH, Chief Justice.

Appellant, the Minnesota Board of Peace Officer Standards and Training (“the Board”), appeals from a court of appeals decision ordering the Board to license respondent, Stephen Joseph Woollett, as a Minnesota peace officer. In the Matter of the Disciplinary Hearing Regarding the Peace Officer License of Stephen Joseph Woollett a/k/a Stephen Joseph Engles, 527 N.W.2d 569 (Minn.App.1995).
