KEITH, Justice.

Respondent, Joseph Chan Moon, was convicted of felony theft for filing false Medicaid claims. The district court imposed a firearms restriction pursuant to Minn.Stat. § 609.165, subd. la (1990), when it discharged Moon from probation and restored his civil rights. The trial court rejected Moon’s claim that application of section 609.165, subdivision la, in this case constituted an unconstitutional ex post fac-to law.
