This is a proceeding in mandamus to review an administrative order of the State Director of Agriculture.

Petitioner is a farm produce dealer, licensed to act as such under the Agricultural Code (Agr. Code, § 1263). On June 5, 1958, he entered into a written contract respecting the purchase of Santa Rosa plums from a grower by the name of John Luisi.
