This disciplinary matter involves a recommendation from the Board on Professional Responsibility (the “Board”) that we adopt the negotiated discipline between Michael Rigas and Bar Counsel. The case presents an issue of first impression, to wit, whether a criminal conviction referred to the Board by this court for an inquiry-regarding moral turpitude may be the subject of negotiated discipline.
