Background

Plaintiff George G. Rallis, who is proceeding in propria persona, sues M.P.W. Stone in his official capacity as Secretary of the Army in order to obtain information authorized by the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552. Plaintiff also sues various high-ranking supervisory officials at the U.S. Army Tank Automotive Command (“TA-COM”) in Warren, Macomb County, Michigan.
