OPINION

WALLS, District Judge.

Plaintiff Felix Ramon Ramirez has filed suit against various federal and county defendants alleging that he was wrongfully arrested and imprisoned pursuant to an arrest warrant issued for a different individual. The federal defendants are the United States of America, the United States Immigration and Naturalization Service, INS Commissioner Doris Meissner, INS District Director Warren A.
