This Winstar-related case1 concerns a thrift banking institution located in Oklahoma. The government’s liability for breach of contract has been established, see Globe Sav. Bank, FSB v. United States, 55 Fed.Cl. 247 (2003) (granting plaintiffs’ motion for partial summary judgment on liability and denying defendant’s cross-motion), but the amount of damages has not. Before the Court is defendant’s motion for summary judgment on damages, respecting which a hearing was held on November 7, 2003.
