MEMORANDUM OF DECISION AND ORDER

HARKINS, Senior Judge.

David Block, through counsel, on March 8, 1984, filed a complaint as John Doe to recover an informer’s award pursuant to 8 U.S.C. § 1324 (1982) and 19 U.S.C. § 1619 (Supp. II 1984). The claim was settled by stipulation, and judgment for plaintiff in the amount of $250,000 was ordered on July 29, 1988. The case is now before the court on plaintiff’s application for attorney fees, costs and expenses, filed August 29, 1988, pursuant to the Equal Access to Justice Act (EAJA) (28 U.S.C. § 2412(d) (Supp. III 1985)) and Rule 11 of this court.…
