This post-award bid protest is before the court on the parties’ cross-motions for judgment on the administrative record. Plaintiff requests a permanent injunction voiding the contract at issue because it believes defendant’s decision to award the procurement to Joint Test, Tactics and Training, L.L.C. (JT3) was arbitrary, capricious, an abuse of discretion and not in accordance with the law.
