This case involves an appeal from a declaratory judgment action brought in the Circuit Court for Prince George’s County by appellee, Allstate Insurance Company (“Allstate”), to determine whether Allstate owed liability and medical payments coverage under a homeowner’s liability policy issued to the insureds, Donald and Racquel Bywater (“the Bywaters”).
