OPINION
LYDON, Judge.
In this Indian ease, plaintiffs seek leave to file a motion for a preliminary injunction.1 Defendant failed to respond to this *590motion for leave to file within the time period provided by the RUSCC and the court therefore grants plaintiffs’ motion.
