Plaintiff, Hugh Howard, filed a putative class action complaint against defendant, Chicago Transit Authority (CTA), alleging defendant’s practice of allowing transit cards to expire one year after issuance while retaining any unused money left on the transit cards violates passengers’ constitutional and statutory rights, breaches the CTA’s fiduciary obligations, and entitles passengers to equitable relief.
