OPINION

The City of Chicago (the City) department of administrative hearings (DOAH) entered four default judgments against Downtown Disposal Services, Inc. (DD), a corporation, for certain ordinance violations issued by the City’s department of transportation (DOT). DD subsequently moved to set aside the default judgments, alleging that the City did not properly notify DD of the hearings regarding the violations.
