Los Angeles County Flood Control District was created by an act of the legislature, approved June 12, 1915 (Stats. 1915, p. 1502), and known as the “Los Angeles County Flood Control Act.” Steps were taken looking to the issuance of bonds under this act, and the present proceeding is one in mandate to compel the chairman of the board of supervisors of Los Angeles County, as chairman of the board of supervisors of said district, to sign one of such bonds.
