In her pro se complaint, Lillie M. Mid-dlebrooks alleges that the Secretary of the United States Department of Health and Human Sendees (“HHS”) violated Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e-3 (2000) and 42 U.S.C. § 1981 (2000), in refusing to hire her.
