MEMORANDUM OPINION AND ORDER

Plaintiff Willie Stewart (“Mr. Stewart”) brings this action against Jeh Johnson, Secretary of the United States Department of Homeland Security (“DHS”),1 alleging employment discrimination based on race and retaliation in violation of Section 1981 of the Civil Rights Act of 1866, 42 U.S.C. § 1981 (2012), and Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e-16(a).
