OPINION
FABE, Chief Justice.
I. INTRODUCTION
Leon Robinson appeals the Alaska Workers' Compensation Board's denial of benefits related to back injuries that he allegedly suffered in 1992 and 1996 while working as a bus driver for the Municipality of Anchorage and the Board's refusal to rule upon the issue of whether Robinson's daily work aggravated his condition. Complicating this case is the fact that Robinson was also injured in a 1993 non-work-related automobile accident which he settled for over $47,000.
