OPINION

BASKIR, Judge.

Plaintiff, Cubic Defense Systems (Cubic), has brought this post-award bid protest pursuant to the Tucker Act, 28 U.S.C. § 1491(b)(1) (West 1998), challenging several aspects of the competition and subsequent award by the United States Air Force (Air Force) to intervenor, Metric Systems Corporation (Metric), of a procurement for a pilot training system for United States Air Force, Europe (USAFE). Cubic’s amended complaint and its motion for summary judgment and permanent injunction allege five bases *453for relief. The Court finds each of these without merit and, accordingly,…
