This action was filed by Information Sciences Corporation (“ISC”), an information *74technology (“IT”) provider, to challenge the December 7, 2005 award of the Federal Business Opportunities Contract by the General Services Administration (“GSA”) to Symplicity Corporation (“Symplieity”), because GSA allegedly violated federal procurement statutes, regulations, and/or acted without a rational basis.
