ALLEGRA, Judge.

This consolidated post-award bid protest ease is before the court on the parties’ cross-motions for judgment on the administrative record. It involves a government-wide acquisition contract (GWAC)2 awarded by the General Services Administration (GSA) to provide technology products and services to the entire Federal government. Sixty-two offerors competed for a chance to perform task orders under this GWAC.
