Plaintiff Diane R. Williams, a Senior Trial Attorney employed at the Government Accountability Office’s (“GAO”) Personnel Appeals Board (“PAB” or “Board”) in the Office of the General Counsel (“PAB/OGC”), brings this action against Gene L.
