In two separate cases petitioners attacked the validity of some fare increases collected by D.C. Transit System, Inc. (“Transit”) pri- or to its takeover by Metro. After extensive litigation extending over a number of years, the parties reached a Compromise Agreement (Agreement) that was approved by the Court’s order of February 26, 1990.
