Plaintiffs are all prison inmates currently serving in the Maryland state correctional system. Defendants are James N. Rollins, Warden of the Maryland Penitentiary; Bishop L. Hopkins, former Commissioner of the Division of Correction; and all officers, agents and employees of the Division of Correction.
