OPINION

GARBARINO, Judge.

An insurance adjuster appeals from a superior court judgment affirming an order of the Arizona Director of Insurance suspending his license and assessing a $2,500 civil penalty against him. The primary issues on appeal are: whether there is substantial evidence to support the order, whether the adjuster violated Ariz.Rev. Stat. Ann. (A.R.S.) sections 20-316(A)(4) and (7), whether A.R.S. section 20-316(A)(7) is constitutional, and whether the administrative hearing provided due process of law.
