OPINION

TOMLJANOVICH, Justice.

This action arises from the sale and development of a certain parcel of real property in the City of Minneapolis known as the Marquette Block. Since the early 1980’s, the property has been owned by appellant Minneapolis Community Development Agency (MCDA).
