Only one of two consolidated government contract cases is before the court on the motion of defendant, filed March 8,1991, to *242dismiss the complaint of Universal Coatings/Won 111 Co., Ltd., a joint venture (plaintiff), in case No. 90-580C for failure to properly certify its claim in accordance with section 605(c)(1) of the Contract Disputes Act of 1978 (CDA), 41 U.S.C. § 601 et seq.
