OPINION

MARGOLIS, Judge.

These cases are before the court on defendant’s motions to dismiss for lack of subject matter jurisdiction and plaintiff’s motions for substitution of the real party in interest. Plaintiff, a defunct joint venture, appeals contracting officer’s decisions denying reimbursement for added costs on two contracts. Defendant asserts that claims arising under the contracts do not belong to plaintiff and that plaintiff lacks standing and capacity to sue.
