OPINION

EASTAUGH, Justice.

I. INTRODUCTION

Nada I. Raad claimed that the Fairbanks North Star Borough School District discriminated and unlawfully retaliated against her by not hiring her for any of thirty-one teaching positions. The Alaska State Commission for Human Rights dismissed her discrimination complaint. Raad appeals a superior court decision affirming the commission’s dismissal.
