The principal issue in this appeal is whether the plaintiff, Earl B., a juvenile who was convicted as delinquent and committed to the custody of the defendant, the commissioner of children and famihes (commissioner), under General Statutes § 46b-140 (j), 1 is entitled to a hearing pursuant to General Statutes § 17a-15 2 to challenge his continued placement at the Connecticut Juvenile Training School (training school).
