The plaintiff, James Peters, appeals from the judgment of the trial court dismissing his administrative appeal from a decision of the named defendant, the department of social services (department), upholding the state’s claim for a lien, which was filed by the defendant department of administrative services (administrative services), against an arbitra*436tion award granted to the plaintiff.
