LYDON, Senior Judge:

This case comes before the court on defendant’s motion for summary judgment and plaintiff’s cross-motion for summary judgment. Crown Laundry and Dry Cleaners, Inc. (Crown) has sued in this court seeking money it expected to recover from a contractual arrangement with the United States to provide the government with laundry and dry cleaning services. The thrust of Crown’s complaint is that the government negligently overestimated the extent to which it would use Crown for its laundry and dry cleaning services, and this overestimation, which was integral to the…
