In November, 1983, Yamhill County approved the application of Eagle Point Homeowners Association to rezone an area known as Eagle Point Ranch from “commercial forestry” to “very low density residential.” The rezoning required an amendment to the county’s acknowledged comprehensive plan and zoning ordinance. The county simultaneously granted the association’s application for conceptual approval of a planned unit development (PUD) on the site.
