Petitioners seek review of, and respondent Blazer Homes, Inc., cross-petitions from, LUBA’s remand of the Metropolitan Service District’s (Metro) approval of a “minor amendment” to the Metro Urban Growth Boundary (UGB). The amendment, which Blazer Homes requested, would add about 43.7 acres to the UGB. Metro adopted it pursuant to its acknowledged locational adjustment ordinance, codified as Chapter 3.01 of the Metro Code.
