This matter is before the court on the plaintiff Coras Staal BV’s (“Coras”) motion for judgment on the agency record pursuant to United States Court of International Trade Rule 56.2. At issue are the final results of the first administrative review of an antidumping duty order by the International Trade Administration of the United States Department of Commerce (“Commerce” or “Department”) of hot-rolled steel from the Netherlands.
