Plaintiff Corus Staal BV (“Corus”), moved this court for a preliminary injunction to enjoin the Defendant 1 United States (the “Government”) from liquidating certain entries of hot-rolled carbon steel flat products from the Netherlands (“HRCS”) that are subject to antidumping duties.
