These consolidated actions are before the court on cross-motions for- judgment on the agency record. Domestic steel manufacturers Nucor Corporation, Gerdau AmeriSteel Corporation, and Commercial Metals Company (collectively, the “Domestic Producers”) and ICDAS Celik Enerji Tersane ve Ulasim Sanayi, A.S.
